  4. Increasing by 5% of the minimum wage required by subsection (a) of this section, rounded to the nearest cent, every two years thereafter until it reaches 75% of the minimum wage required by subsection (a) of this section on July 1, 2034.

If the sum of the direct wage paid by the employer and the gratuities received by the employee does not equal or exceed the minimum wage required by subsection (a) of this section, the employer shall pay the difference.
